The basement has undergone extensive works to facilitate new lifts , never previously installed , and new heating infrastructure that's part of Manchester's Civic Quarter Heat Network . A £330 Million refurbishment of Manchester Town Hall is underway . The Victorian neo-gothic monument , designed by Alfred Waterhouse , is being modernised to make it more accessible whilst extensive repairs and restorations are being made to the infrastructure and its contents , in line with the edifice's Grade 1 listed status .
