GLORIA DAFFNEY (from Ardwick) , of the Pedestrians' Association , speaks in opposition to the aspect of the plan that would see the blocking off of a public right of access . Members of the public and interested parties watch proceedings . An application by Legal and General Investment Management to demolish and build a 12 story office building and a 16 story hotel building at Ralli Quays on Stanley Street , is reviewed by the panel . Objectors at the meeting oppose part of the proposal which requires the stopping up of ( removal of the right of access to ) an existing footpath that runs along the River Irwell close to the former Mark Addy pub , on New Bailey Street . A meeting of the Planning and Transportation Regulatory Panel is convened at 100 Embankment . The panel has been holding face to face meetings in line with government Coronavirus guidance .
