Objectors at the meeting oppose part of the proposal which requires the stopping up of ( removal of the right of access to ) an existing footpath that runs along the River Irwell close to the former Mark Addy pub , on New Bailey Street . A meeting of the Planning and Transportation Regulatory Panel is convened at 100 Embankment . The panel has been holding face to face meetings in line with government Coronavirus guidance .
