Graffiti proclaiming that " The North is not a petri dish " has appeared on a wall in Piccadilly Gardens in Manchester City Centre . The wall , which forms part of architect Tadao Ando's Manchester Pavilion , is itself due for demolition . Tensions between the Westminster Government and devolved powers in the North of England are high as the two parties fail to agree on a path forward to manage the spread of Coronavirus , and the impact of any measures imposed , with Greater Manchester Metro Mayor having accused the Government of imposing .
