An air rifle pellet , embedded in the ceiling of the Great Hall , which is believed to have been fired there in an effort to burst balloons that had risen to the high ceiling . A £330 Million refurbishment of Manchester Town Hall is underway . The Victorian neo-gothic monument , designed by Alfred Waterhouse , is being modernised to make it more accessible whilst extensive repairs and restorations are being made to the infrastructure and its contents , in line with the edifice's Grade 1 listed status .
