Greater Manchester and Liverpool Metro Mayors ANDY BURNHAM and Steve Rotheram meet at Rainhill Station to announce that, if they are re-elected on 2nd May, they will establish a Liverpool-Manchester Railway Board to create a new publicly operated railway called "The Liverpool to Manchester Railway".
